Valacar (pronunciat Và-la-car) va ser el vintè rei de Góndor, el regne del sud de la Terra Mitjana fundat pels Numenoreans a l'exili que apareix a l'obra de J.R.R. Tolkien.

Nascut l'any 1194 de la Tercera Edat, era fill del rei Romendacil II de Góndor. Va ser enviat pel seu pare com a ambaixador a Rhovanion per enfortir les aliances amb els homes del nord. Durant la missió, va conèixer Vidumavi, la filla del Rei de Rhovanion Vidugavia, amb qui es va casar.

El matrimoni va causar inquietut a Góndor, ja que molta gent considerava els homes del nord d'un llinatge molt inferior als numenoreans i no desitjaven que la sang de la família reial es barrejés amb la de raçes menors. El malestar va augmentar quan Valacar pujava al tro, l'any 1366.

Vidumavi va morir aviat, ja que l'esperança de vida dels homes del nord era menor, però va deixar un únic fill: Eldacar.

Durant els últims anys de vida de Valacar, les províncies de la costa es van rebel·lar. Al 1432 Valacar moria i la rebel·lió es convertia en una guerra civil que es coneixeria com "La Guerra entre Germans", enfronant els partidaris d'Eldacar contra els que consideraven que la seva sang mestissa no el feia digne de la corona.
